Alkhas Khametov

Alkhas Khametov is an international, highly qualified, oil management executive with nearly twenty years of experience in sales management and supplies of crude oil, refined petroleum and petrochemical products. He also has extensive experience in the area of logistics and energy resources trading on the CIS and European markets. Passionate and goal-oriented, he has excelled in his field, developing an exceptional ability to recognize new business trends in the marketplace, which has allowed Mr. Khametov to establish effective relationships, obtain results within the multinational community and maximize profitability. A native of Azerbaijan, one of the most important countries in the world for oil exploration and development, Mr. Khametov began his career in the industry in 1994 after he graduated from the State Oil Academy of Azerbaijan Republic with a Bachelor’s in Business Administration. While completing his degree there, Mr. Khametov also enrolled and completed a State Exchange MBA program at Massachusetts State University. With his sights set on management, he was named Operations Manager in the M&O Department of the State Oil Company of Azerbaijan Republic where he supervised a team of seven professionals and oversaw logistics and transportation of all export cargo. He was also responsible for operations of all Caspian and Black Sea ports as well as for the National Iranian Oil account. His five years in this position gave him invaluable experience both in trading activities and operations duties with CIS energy customs, insurance, inspection and transport companies, with banks and financial institutions, as well as with Transneft, the Russian state-owned business responsible for the world’s largest oil pipeline system.

He enrolled in two quality control training programs at SGS and Saybolt in 1996 in the Netherlands, obtained an International Petroleum Management Certificate from the International Human Resources Development Corporation in Boston, Massachusetts in 1997, and a year later, conducted post-graduate research analysis of additives for crude oils with high viscosity and crude emulsions.

In 1999 Mr. Khametov was attracted by Milio International Ltd. to join them as their Deputy Operations Manager. For three years, he managed the company’s operational activities while supervising traders in Kazakhstan, Turkmenistan, Russia and Azerbaijan. Supporting and managing CIS logistics and operations contracts between the company and third parties, Mr. Khametov ensured that all contractual and operational matters were executed in close cooperation with Milio’s trading, financial and legal teams. He also liaised with the company’s treasury group to maintain the appropriate in-house checks and balances on new, proposed customers.

With a consistent background, a successful management track record and excellent leadership abilities, Mr. Khametov was recruited by Russia’s largest and most globally diversified oil company, LUKOIL, in 2002. As Caspian Project Manager for its subsidiary, LITASCO, the International Trading and Supply Company and one of the world’s leading international trading entities in the crude oil and condensate market, he was in charge of business development, trading and operational activities with a focus on crude, petroleum products and LPG in the Caspian Basin, Kazakhstan, Turkmenistan, Russia, Azerbaijan, Georgia and Iran. Reporting to the company’s Board of Directors with results on company performance, Mr. Khametov also ran the commercial activities unit, mainly covering trading, supply issues and activities with the Caspian Pipeline Consortium. Three years later, in 2005, Mr. Khametov moved to head the Export and Import department of LUKOIL’s largest oil refinery in Southeastern Europe, LUKOIL Neftochim Bourgas, and was also appointed Deputy Director for Sales and Supplies. In this demanding dual-management role for the top producer and supplier of liquid fuels, petrochemicals and polymers in Europe, Mr. Khametov developed successful logistics schemes and marketing strategies for European markets, oversaw the management of processes of sales and supplies of crude products and petrochemical feedstock, and managed export deliveries using multimodal transportation. While controlling the flow of information and reporting, and the development of budgets, he continued to coordinate commercial activities and answered directly to the Board of Directors of LUKOIL, whose annual turnover exceeded $80 billion dollars, with results of the company’s performance in the region of activities.

Building on a well-established career at LUKOIL, Mr. Khametov was promoted to Commercial Director in 2009 for LUKOIL Italia SRL, the Mediterranean cluster of LUKOIL, a position he now holds. In charge of management of processes of sales and supplies of crude products, petrochemical feedstock and base oil, Mr. Khametov is also currently responsible for the company’s business development in the Mediterranean area as well as regional coordination with government bodies, the European Union and other international organizations. He continues to manage export deliveries through multimodal transportation while developing logistics schemes and marketing strategies for Mediterranean markets and analyzing existing company activities as they relate to new trends in order to increase profits. Through regular meetings and reports on company development and targets, he maintains control over information flows. He also coordinates commercial activities and represents the company in international trade union matters with organizations such as the Chamber of Commerce and various associations of producers and sellers of petroleum and petrochemicals.

Looking to the future both in the industry and beyond, Mr. Khametov continues to invest in ways to increase not only profit margins for the company but also for his own personal improvement. During his career, he has found the time to integrate real time experience with stellar academic achievements including a course in 2006 at PVM OIL Associates in Vienna, Austria in “Risk Management in the Oil Market with Focus on Applied Risk Management & Practical Examples”. He earned a Ph.D. in Economics from the Institute of Economics of the Russian Academy of Science in 2009, attended a course at ICE Education on the “Introduction to Futures & Options” in 2010, and this year, enrolled in an executive program at SDA Bocconi School of Management in Milan, Italy.
